North East India Permits Guide: ILP and PAP Explained

Permits are one of the main planning concerns for first-time North East visitors. The process is straightforward when handled in advance, but missing or incorrect documents cause real delays at border checkpoints.

Inner Line Permit (ILP) for Indian Nationals

An Inner Line Permit is required for Indian nationals entering Arunachal Pradesh, Nagaland, Mizoram, and some restricted areas outside Imphal in Manipur. The permit is state-specific and cannot be used across multiple states with a single application.

Protected Area Permit (PAP) for Foreign Nationals

Foreign nationals require a Protected Area Permit to enter Arunachal Pradesh, Sikkim's restricted zones (including areas near the China border), and certain parts of Manipur. The PAP is issued by the Ministry of Home Affairs and requires applying through a registered tour operator.

What to Eat in North East India

Kaziranga is closed from May. Trekking in Arunachal and Meghalaya is still practical before the heaviest monsoon arrives in late June.

The Ziro Music Festival is in late September to early October, so planning a late-September departure captures the festival while avoiding the worst of the monsoon.

June to September (Monsoon Season)

The monsoon in the Northeast is among the most intense in India. Cherrapunji and Mawsynram receive the highest annual rainfall on Earth. Landslides, road closures, and ferry disruptions are common in all hill states.

Overall experience was very good, they managed travel itineraries and site seeing as per the plan and able to cover most of the places which are part of the actual plan. There was a regular follow up throughout the trip and ensured the safe and on time pickup and drop. The stay at Darjeeling and Gangtok hotels were good, however the Pelling hotel was average.  I would recommend Thrillophilia’s for future trips, as they were well organised and ensured peaceful travel throughout the trip.
